Review Comment:
With a deep link and `active_tabs` that disagree, the selected tab ends up
out of sync with the URL. Open `?active_tabs=TAB-B#TAB-A` on a TABS with
children A/B/C: this resolves to A via the hash, but `DashboardPage` has
already seeded `activeTabs` with `[TAB-B]`, and the mount-time
`setActiveTab(A)` below only adds A, so Redux holds `[A, B]`. Click C and it
becomes `[B, C]`; the hook then drops the hash (A is no longer active) and
writes `active_tabs=TAB-B,TAB-C`, so reloading or sharing that URL opens B
rather than the C the user was on. Should the deep-link selection replace the
sibling tab seeded from `active_tabs` (for example by passing the seeded
sibling as the previous tab id), so only one tab per TABS component stays
active?

Review Comment:
The hash-clearing test only covers a hash that targets a tab; the
chart-target case is only asserted as preserved. If the
`...(layout[hashId]?.parents ?? [])` lookup in the hook were removed, every
test here would still pass, and `/dashboard/7/#CHART-1` followed by switching
from `TAB-first` to `TAB-second` would keep the stale hash, so reloading
reopens the deselected tab. Could you add a case that loads `#CHART-1` with
`TAB-first` active, switches to `TAB-second`, and asserts both
`active_tabs=TAB-second` and an empty `window.location.hash`?
