Rebased onto the latest master to resolve the conflict with #44215. The dashboard-membership grant itself is unchanged; the only adaptation is that the fail-closed guest-user fix now lives in the new `_current_subject_ids()` helper, so it also covers `is_listed_viewer`. -- This is an automated message from the Apache Git Service.
