Description:
Add an option in xwiki.cfg to be able to block users registration in sub-wiki
or force registration on main wiki.
This to be able to configure a wiki farm using only global users.
When option enabled and not in main wiki:
- remove "Users" tab in Administration
- remove Local/Both/Global list chooser in rights management interface
- always return false in hasAccesLevel for "register" right level
