I'm not sure I like it too much. I think we need to keep brainstorming a bit. 
It looks too much like some cruft added afterwards with some too specific use 
cases.

I have not thought much about it but I think this should be a virtual setting 
but more a user management setting.
For example, I'd like to see a setting for deciding how to manager users (I've 
put "usermanagement" but we should reuse existing properties if they exist):

xwiki.usermanagement.type = xwiki-local (managed by the local xwiki)
xwiki.usermanagement.type = ldap (managed by some external LDAP)
xwiki.usermanagement.type = exo (managed by exo)
xwiki.usermanagement.type = xwiki-global (managed by a xwiki master)

You should also check XWIKI-1079 to see how it was planned to be done in there.

Moreover we might need to allow for fallbacks, i.e if the user isn't defined in 
a given type, there might be some fallback). For example:
xwiki.usermanagement.type = xwiki-global, xwiki-local

Re the redirect I see this more as a UI feature and not a configuration one. 
I'd be to ok to automatically redirect if virtual=1 and type=xwiki-global when 
on subwikis.

Another thing: we might (or might not) want to allow defining the properties 
for each wiki (xwiki.usermanagement.<subwiki>.type = ...

Maybe I just haven't thought enough about it but I'd like that your proposal 
integrates external user management solutions too.
