I propose something more like :
xwiki.virtual.users=both : the way it actually works
xwiki.virtual.users=global : only show global users in rights
management UI and register/create only on main wiki
xwiki.virtual.users=global_redirect : only show global users in rights
management UI and local register/create redirect on main wiki
xwiki.virtual.users=local : only show local users in
rights management UI (not sure it's usefull, it's just to generalize a little
this option)
