Yes we use native2ascii as described on 
http://dev.xwiki.org/xwiki/bin/view/Community/Contributing#HProvidingtranslationforagivenlanguage

Just run your UTF8-encoded file with native2ascii or configure your IDE to 
automatically generate ASCII encoding using unicode escapes.
