When looking at the last output:
* The ignored list does not include all ignored subsystems: (e.g. checkstyle,
pylint, whitespace) in the brief format. But they are '-0' and orange in
https://builds.apache.org/job/hadoop-qbt/43/artifact/out/console-report.html.
* The report does contain some unit test '-1' votes without mentioning from
which module they are.
