Some things that will need to be worked out:
* What is the default plug-in list?
* All, including Category X?
* None, make it a requirement to set?
* Somewhere in the middle, e.g., all but cat x?
* What customizations to the command line do we allow?
* Should we offer both docker-based and non-docker-based actions?
* What should the name of the action be? (note that it needs to match the repo
name!)
* How do we do releases? Will INFRA need to be involved every time?
