OK, I've got a basic PR out there now:

As soon as it gets committed, theoretically, folks in Apache can use it.
Additionally, GitHub Actions will be enabled to test itself. It should be
noted that without YETUS-1000 and YETUS-1003, some things are going to be a bit
off.
