My understanding is that action names can't mention a 'different' organization
than the one that publishes it. e.g., 'docker' being a GitHub Org means only
they are allowed to use the 'docker' name in the action. (Here's to all the
future namespacing issues!) So there shouldn't be any other actions that
mention 'apache' in them. But I guess there is a trademark(?) issue if we use,
e.g., yetus-test-patch vs. apache-yetus-test-patch?
FWIW, most of the key data for actions are in the actions.yaml/actions.yml
file: https://github.com/docker/build-push-action/blob/master/action.yml
