I agree, this (and the RDF) should be the top priority.

Do you see this impacting the plugins / structure available or the shared 
libraries?

Yes. This will greatly affect the plugins and how the .dll artifacts will be 
resolved. I think identifying the the major tasks for this epic issue will help 
us speed up on fixing this item.

I'd also like to see this split out into a separate trunk, so the releases can 
occur independently.

This will be separate from the removing of the uac then?
