Difference is/was that Muscat wasn't hated by the blokes he was playing with - I'd say quite the opposite. Bellamy seems to be, and that does matter. Look at how many clubs he's played for/how regularly he's been moved on (not at his own request) and I think you'll find the answer to whether his ability to score goals is of more value than his detrimental impact on the dressing room.

Funnily enough, Muscat was (and still is) widely hated by everyone except the team that he currently plays for. When a player like that plays for your own team it generally no longer becomes an issue, it's only when they are playing for someone else that the hate returns.
