I'm assuming have the ad clients loaded on NT and Win9x for native mode
operation?

It was a switchover.  Remove AD, leave old domain (left on a backup server
just in case), jion the district domain, promote to DC, setup VPN then
reinstall in remote building.  Domain is in native mode.
