This is exactly what the book says: The CONFIG.SYS file at the designated file server must contain a FILES= statement with a value in excess of 60 times the number of workstations.
Note: Windows 95, 98, and 2000 have a limit of 256 file handles for the designated file server, which allows a maximum of 4 stations to be active at any given time. For networks using more than 4 workstations, Windows NT or 2000 Professional must be used at the designated server. Maybe I am missing something or just high on drugs. I am using 2000 Server.
