As one of those "bosses", it usually depends on how stable my systems have been in the past and the pressure on the me for availability. Even if there is absolutely no chance of a problem occurring (yeah right!), it may be politically prudent to schedule it out of hours for that 0.00001% chance of it going wrong. It also depends if the admin has done similar things in the past and some issues have resulted from them.
