For those who want to know here is the answer.... It sucks but here it is.

Subject: Users and Printers

Lets make sure I get this Correct....
1. By default in Win2k/NT/XP local users (non Admins or Power Users) do not
have the rights to install local Printers 2. I am in a Windows 2000/AD
environment is there any way to allow users to do this without giving them
at least Power User rights?
