well if they can create new top level folders then they can also move
and delete them ...

This will not allow them to create new top-level project folders...

The problem we are having is that users are accidentally moving
directories by dragging the mouse around and not undoing those changes.
It is creating a mess in a folder that is 15GB+ in size, and needs to be
accessible by everybody.
