Keep in mind, you only need write access to be able to move a directory (at least within the same partition). However, take a look at the advanced permissions at your top-level share, and you may be able to make something work. Here's what I see in the advanced permissions -
Create files / Write Data Create Folders / Append Data Delete Subfolders and Files (I know you don't want them to delete directories, but I don't see an alternative other than user education and making sure you have good backups. There has to be some responsibility if a directory gets deleted. . .
