Of course...(geeze, should have note the subject line) Are the workstations on SubnetB able to register into WINS? ie. Can computers in SubnetA map to Worstations in SubnetB via NETBIOS names?
I never liked WINS resolution type of problems. Did you try to confirm that it is really a NETBIOS resolution problem by moving or creating a WINS server on Subnet B? If having a WINS server solves the NETBIOS problem then it may be that your workstations are configured as a B-Node and that the router is not passing the broadcast. If this is the case, then change the name resolution mode to H-node or M-node types.
