That error in your event log "0xC0000031" means the service is already running
on Port 123  (This is a DC, right?)

Well, we'll need more information than that to help you. Is this error on a
domain controller, or on a workstation or member server? Are you sure it's
not a general network connectivity problem? Is there a firewall or other
router between the machines? What is the output of the command "w32tm -v
-once"?
