It's usually best to just stop the Windows Time service while you're
testing.

Setting the port to something else with the -p switch doesn't work, since it
sets the destination server port to 124 as well. You're really trying to
test connectivity with these destination servers at port 123, so this
communication fails and you get no time sync.

That error in your event log "0xC0000031" means the service is already
running on Port 123  (This is a DC, right?)

Well, we'll need more information than that to help you. Is this error on a
domain controller, or on a workstation or member server? Are you sure it's
not a general network connectivity problem? Is there a firewall or other
router between the machines? What is the output of the command "w32tm -v
-once"?
