What's 192.5.41.209? It doesn't resolve in my DNS. I have my first Win2k DC
(which acts as the domain time master) connect to the stratum-2 time server
at Agronne National Labs here in the Chicago area. See
http://www.eecis.udel.edu/~mills/ntp/clock2.htm for a list of stratum-2 time
servers. (You shouldn't connect directly to stratum-1 time servers like
tock.usno.navy.mil, since their load is too great).
Since you're in South Carolina, I'd recommend you run this command on your
DC to connect to the public NTP time servers closest to you, in Chapel Hill
and Atlanta:
NET TIME /SETSNTP:clock1.unc.edu,timex.usg.edu
Your ISP might provide time servers, but in my experience ISP time service
is usually less reliable than the public Stratum-2 NTP network.

Well, we'll need more information than that to help you. Is this error on a
domain controller, or on a workstation or member server? Are you sure it's
not a general network connectivity problem? Is there a firewall or other
router between the machines? What is the output of the command "w32tm -v
-once"?
