Are all your subnets well connected? (eg. 10BT and 100BT networks joined together by Microsoft RRAS or hardware routers). If they are all well connected then they should belong to the same site. In this case, the selection of GC become a matter of how many users you will have in this site. The rule is to have a GC per 500 users, more or less. If you are using Exchange 2000 then you may want to be conservative with the user count (ie. less users per GC). The reason being that Exchange users access the GC for global address book lookup.
Even if you have less then 500 users, the prudent Administrator should have at lease two GC for redundancy.
