A 56k modem will connect directly to another 56k modem at 33.6k or less over an analog line. In order to achieve anything close to 56k, an analog modem has to be calling a modem on a digital line. The lines going into your PBX are probably analog.

I'm being told that the reason nobody is able to connect at a higher speed than 21,600 is that when it goes through the PBX the conversion from digital to analog it's baud rate gets cut in half. I have not found any info on this but can only imagine that this could be the case.
