  To give you your 53 kilobit connect, the ISP uses special equipment and
digital lines at their end.  They take advantage of the fact that CO trunk
lines and switches are digital -- by not converting back to analog, they
gain signal quality.

  Two standard POTS (Plain Old Telephone Service) modems connecting to each
other can only achieve a best speed of 33.6 kilobit/sec.  Additional
equipment (such as your PBX) may well further reduce the usable bandwidth.
