I tried using replmon and saw no errors at all.

However, when I used GPResult.exe I was able to find some problems.  The
policy being referencesd is on only 1 domain controller and not the other.
It seems that the SYSVOL share is not the same on both DCs.   To my
knowledge the SYSVOL share should be replicated among all DCs.  At least
that the way it behaves on two other domains that I administer.
I force replication between DCs and no errors are reported; however, the
sysvol shares remain different.

How can I check is the replication on this share has been disabled or
broken?  I sort of inherited this domain and I don't know where to start.

GPOs can take a while to replicate. A long while, at least in my estimation
(overnight often).

I'd also try using GPResult.exe (Resource Kit, I think) to see the actual
applied policy.
