FRS is responsible for replicating Sysvol. That is separate from AD replication. Both are needed for fully functional DCs.

Start with the logs - I've seen plenty of log messages thrown when replication isn't working for one reason or another. Also check DNS - its possible that there is a DNS issue preventing the replication from occuring.
