A part of our used Lantastic servers and that is what we found to be the cause. They would regiters these crazy names as 1c records in WINS. While working on WINS and browsing items, I came across domain names that seem invalid while browsing via Network Neighborhood. UNIX boxes would report nonstandard characters, would they? They have been around for some time (at least a couple years) and it seems there are more now than a year or two ago.
