Criminal negligence wasn't my primary concern.  In the company I work
for we have a server group and a network group.  The network group
handles the blocking of various traffic at the border router.  In a
small buisness setting, ISP need to supply this service to their
customers if we want to have a secure infrastructure.  Otherwise we
loose a layer of security.  Remember the majority of economic grow
happens in small buisnesses.  These small entrepreneurs may be great
buisnessmen, but lousy technologists.

Small operations are no excuse for having open servers. When you run a
business you better do your homework - including on how to safely put
something on the 'Net - or your business goes under. Just because it's
easy to teach someone how to drive a car doesn't mean every driver
belongs on the road.

  Sure.  I don't think anyone is saying otherwise.

  However, there is also such a thing as "criminal negligence".  I think
that should apply to the people running the insecure servers.  Again,
it's harming the Internet, and that includes systems that belong to our
customers.  If it was just their networks being toasted, I wouldn't care
-- they made their bed, they can sleep in it.  But their negligence is
harming others, and that's a problem for everyone.
