preliminary step, please confirm that remote agent have been installed
on 
your remote machine and the remote agent services are working. 

Remote 
agent has to be installed on each remote machine you want to backup
up.This 
is a paid option for Windows NT and Windows 2000 server. Remote agent
for 
Windows XP, Windows 2000 Professional, Windows NT workstation, Windows
98 
and Windows 95 is free but it has to be install on each of them.

If issue persists, please refer to following guidelines:

1.It might the case related with Apple talk protocol, which affects
Backup 
Exec while communicating with the remote agent that is installed on the 
target system. The issue can be resolved by reinstalling the respective 
protocol and disabling it.

Minimum Quite Time for OFO on the remote machine with remote agent

If OFO is not installed on the remote server, perform the following
steps 
to resolve the issue:

1) Lower the "Set Remote agent priority" to "Below Normal Priority". If 
this does not resolve the issue, kindly lower it to "Lowest priority".

If above steps does not work, kindly perform silent install of remote
agent 
on all the remote system.To perform silent install on the systems
(Windows

You are also  facing the error "Unable to attach 
to \\SERVER1\System?State.The device cannot be found."
One cause of this error is if the "Restrict Anonymous" option has been 
enabled on the Backup Exec server reporting the error. 
 
"Restrict Anonymous" is a key that allows administrators to prevent 
anonymous log on by a user, also known as Null session connections, to
list 
account names or enumerate share names. 

 It can be also used to determine whether a user can issue anonymous
query 
with a tool like LDAP to a directory service like the Exchange 
Directory,Microsoft's Active Directory which is part of the system
state, 
or Novell's NDS.

To resolve this issue under 8.6, perform the following steps: 1. Use
Regedit* or Regedt32* to modify the registry 2. Edit the registry key
value 
"HKEY_LOCAL_MACHINE\SOFTWARE\VERITAS\Backup Exec\Engine\NTFS\Restrict 
Anonymous Support"
3. Change the value from zero (0) to one (1)
4. Stop and restart the Backup Exec services.

*Note: Incorrect use of the Windows registry editor can have disastrous 
results on a server operating system. Great care should be taken when 
making changes to a Windows registry. Registry modifications should only

be carried-out by persons experienced in the use of the registry editor 
application.

It is a service.  You can stop and restart it through the 'Services' in
your Control Panel under 'Administrative Tools.'
