Under HKEY_USERS on the machines, there is a key that is the user
profile that is identified by their SID. In the same place, there will
be a key with the SID and then "_classes" at the end of the key name.
It is my understanding that this was introduced in W2K for precisely the
reason you are asking about -- to allow per user file associations.

Try adding your changes here (following the format in HKCR) and logout
and then log back in and see if it works.

Subject: Per-user File Associations

Hi all, is there a way to allow per-user file associations for regular
users of Win2k professional? Somehow, the default is that regular users
cannot manipulate File associations on their own systems. We're using
AD, so maybe through policies?

Any help is appreciated.
