I would highly recommend Tardis:

http://www.kaska.demon.co.uk/

It is an NTP server as well a client so you can broadcast time to the
network, and for non Windows 2000/XP machines they have also have a client
called "K9".

This utility just plain works faultlessly. I fix it to time sync with the
main source: time.nist.gov
