Actually the deletion problem is fixed in the new build 4454. It is installing with no parameters in a manual mode. If you run the .cmd file in the rant32 folder all is well.
Problems exist far beyond just a Dell server and Open Manage and the code you refer to had to do with pre-release Win2k3 code for the Shadow Copy, and it was not that MS did not provide it, it was that they changed it for RTM. So if you are running Win2k3 RTM, you need the latest build for the system state to back up and restore properly.
