Is texexec.exe in its place? I know that it should, or it would be handy, but I recall that it's best to check if all those ConTeXt files are there, so if fpTeX is installed, then install the latest Context beta and see to it that texexec.exe is in c:\TeXLive\bin\win32\texexec.exe
