Excuse my extremely simplistic approach: following recommendations may avoid extra issues with ConTeXt-generated documents. If for whatever reason any PDF browser (Acrobat included) is case-sensitive for country codes in uppercase chars, lowercase chars will be problematic. If any PDF browser (or all of them) is (are) case-insensitive for country codes, it won’t hurt to have them in uppercase.
