Ok. I haven't realize that.

This example shows different behaviour:

\showgrid
\starttext
\start
\placecontent
\stop
\chapter{aaaaaaaa}Foo

Bar
\chapter{pppppppp}.
\chapter{ŠŠŠŠŠŠŠŠ}.
\stoptext

On my computer the TOC linespacing is almost twice as big as that in the
paragraph.
