No, the standard DocBook XSL stylesheets (currently version 1.60.1) won't automatically make that Uppercase. You'd have to customize the according template if you want this behaviour. For the DSSSL stylesheets (for RTF output) I'm not completely sure, but I'think they behave like the XSL stylesheets.
