No,
the standard DocBook XSL stylesheets (currently version 1.60.1)
won't automatically make that Uppercase. You'd have to customize
the according template if you want this behaviour.
How about the other way around then: use <acronym>EU</acronym> and have ConTeXt make it lowercase and SC? Is that possible?
