Add ifdef/endif's so that the "bad ip code" isn't even generated if the
table limit (in globals.h) is zero.
Also added a #define constant (also in globals.h) to Luca's "5 minute"
change which appears on 3Jun2002 in http.c version 2.58.
Finally, updated the info.html and textinfo.html reports with the
new constant.
