Log Message:
Update the can't find etter.passive.os.fp file message. It now appears
only once (the part of util.c that was setting warningSent is run in a
fork()ed thread, so it wasn't sticky).
Also cleaned up the sequence in Makefile.am so the data and html files get
installed properly.
