Fixed formatTimestamp() to deal with capture files instead of just
live captures (part of supporting network load page for capture files).
Also removed the check for setting numBits to 0 if < 100 as this leads
to a funny looking throughput stats matrix page, one with some avg thpt
but with 0 for all top hosts.
