For some reason there's no new rpms at http://people.ee.ethz.ch/~oetiker/webtools/rrdtool/pub/ - they haven't created rpms for .42 ... .45, so this temporary version is still hanging around.
I just checked the .45 tarball, and it looks like it builds fine using "rpmbuild -ta rrdtool-1.0.45.tar.gz". That eliminates any need for an SRPM. I always build from SRPM or RPM-compliant tarball for any RPM not from my distro, to make sure it tunes itself to my setup, so I'm not concerned that there's no binary RPM.
... Whoops, spoke too soon, the packaging step whines that I'm missing "MRTG-HOWTO".
