Hi,

 i'm not a freebsd user, so be patient :)
 the dump is an image of your disk? it's right?
 so you restore this image in another machine?
 image is crc free?
 this machine have same hardware configuration?
 have the same disk configuration of the original machine?
 /usr is mounted correctly?
 have check partition integrity with same tools? ( fschk.ext2 etc. etc. )
 plugins exists in the path you mentioned? are accessible?
 which right? ( users,groups )
