I’d do Doman Users to a) match what shows on the Share tab and b) maintain control. Or just HQ if that’s appropriate. Not sure why the wizard didn’t do this for you; it should have.

In any event the more restrictive right takes precedence. If NTFS says “everyone: none” and the share permission says “everyone:all” the effective rights are “none.” Have you used the resulting permissions tool?
