done that. It can't be disabled fully that way - just the "hot corners". If
I move the mouse pointer to the bottom right and move it up along the edge
of the screen, the Charms bar appears large as life.

*something’s up. GPO works fine to block access.* -  well, my testing shows
that it doesn't. I set the proxy in GPP, then lock it down through User
Configuration\Policies\Administrative Templates\Windows Components\Internet
Explorer\Disable Changing Connection Setting. This disables the entry point
through Internet Options.

But, I can still alter the proxy through Charms menu and select Settings,
Change PC Settings, Network, Proxy, and find that the box is there to
change it.

Does your testing show different? I'd be interested to know if it was
something peculiar to this environment.
