We use the Accellion solution here and are very happy with it. We’ve been able to link it to an SSO product so users can sign in with their AD accounts as well as customers can sign in with their customer ID. We’re now testing the KiteDrive addon which allows copying files to the Accellion appliances via Windows Explorer on your desktop. So far pretty satisfied. Ryan

Accellion has a decent solution as well. I haven't looked recently, but when I installed it at a previous employer they had FIPS-2 certification if that is important to you. Cloud or on premise. At the time, the on premise was available as a downloadable VM image.
