Disk Mgmt probably isn’t going to work remotely on newer versions of Windows. Otherwise, what you seem to be missing is RPC connectivity, but getting SMB (CIFS) connectivity.
The best place to start is to log on to the Core server and type “sconfig”. If you haven’t seen sconfig, it’s a utility for doing lots of management on Server Core. (I see that on Windows 2012 it even exists in the GUI version.)
