"We" have been using WavePad for other functions (saving WAV files in a format 
our autoattendant uses), but it also does WAV -> MP3 (and has lots of editing 
features):

Subject: [NTSysADM] Good converter of WAV to MP3


I am in the process of ripping some music CD's, that I own, and the ripper is 
only ripping to WAV.  What is a good WAV to MP3 converter?  Any recommendations 
or ones to stay away from?  I pretty much will not use any coming from CNET, 
they seem to be full of garbage/adware.
