yeah, used to be you paid a premium for LARGER ... a year or so ago, I went shopping for a laptop with a 12" screen, small enough to fit in my motorcycle saddlebags/trunk, ended up with a nice Toshiba unit... virtually the same feature for feature, except for screen size, I could have had an HP with 17" screen for over $500 LESS ... arghhhh !

I've had this ability on just about any laptop I've owned. Just set the screen size to be larger than the max pixels of the physical display. Voila: Windows lets your "scroll".
