I just close the connection from the computer management - shared folders - open files tool. Disallowing is more of a "Don't do it or I'll kill it" type policy rather than a technical fix. In my environment most folks won't know how to do that, so I'll just check every so often as part of my normal checks and deal with it that way. You could probably write a script that checks your files every so often for pst files, then make sure no one is opening them over the network. If sure there's a way to block the opening of pst files.
